Below are our suggestions for the TCPS Consultation. I have also filled out the demographic information requested.

Multijurisdictional Research:

3.3 If the researcher(s) believe(s) that the REB of record should be from an institution other than that of the PI’s institution, the onus would be on the PI to justify to their home REB why another REB would be better suited. They would also have to demonstrate that the other REB is willing to serve as the REB of record.

Who is the designated individual that reviews this documentation?

Comment: All REBs then need to have a diverse multidisciplinary membership in order to adequately assess different types of risk within an ever increasing scope of methodologies. An empirical scientific epistemology has a particular scope when assessing risk that does not always account for other types of risk.

What about issues related to equity, diversity and inclusion within cultural contexts outside of or within Canada? Imposition of colonial values that are inherent in some Western world approaches to research?

Broad Consent for Storage and Use of Data:

What if a designated legal SDM changes? E.g., the person who has power of attorney for a person with an intellectual disability? This should probably be spelled out.
